Abstracts: Computer science is one of the very few high-income yielding fields that only needs two resources in order to begin one’s career in the field: a computer and a WiFi connection. This research proposal examines the optimal distribution method of computer science education built on a framework of informational and communication technologies (ICTs) to rural and under-resourced communities in Africa through a multi-layered study of the educational system in one of the continent’s most impoverished countries, Ethiopia. I will use two major research strategies: (1) a quantitative analysis of county-level data and (2) action-oriented research. By strategically developing a practical and mutually beneficial infrastructure to distribute computer science education to public school students with little access to technology, the research will set a precedent that other countries in Africa can reiterate in order to distribute computer science education into their own under-resourced communities.
