Project/Theme Title: Housing and Human Capital: Condominium Lotteries in Ethiopia
Abstracts: As urban centers have grown, housing policy has become increasingly important across the developing world. In this project, we leverage random lotteries for government-subsidized condominiums in Ethiopia to understand the medium-run effects of winning a condominium on the educational and labor market outcomes of children. This policy may affect children’s outcomes directly by influencing their neighborhood of residence, exposing them to different peers and changing educational and labor market access; the direction of the policy’s impacts are theoretically ambiguous given potentially offsetting features of the neighborhood where these condominiums are located. The condominium policy may also indirectly affect outcomes by increasing parental wealth. Outcomes and neighborhood amenities will be measured through a combination of detailed household surveys and supplementary administrative data. We apply a structural selection model to separately identify the relative importance of each possible treatment mechanism.
